Baoding National Development Zone was approved by the state council in Nov,1992 and is one the 53 national level development zones in China. The zone has become the key point of opening to foreign investment and high technology industrialization base in the Big Beijing Economic circle.

Its total area is planned to be 14 Km2. The zone is composed of 3 separate industrial parks, which are Central Science & Technology Park(9.5 KM2), Western Industrial Park（2.5KM2） and Eastern University City(2 KM2). The developing area which has been completed is 6 square kilometers at present.

The Administrative Committee of Baoding High-tech Industrial Development Zone may implement the administration within the self-enclosed area on behalf of Baoding municipal government, exercising the powers of examination and approval for provincial projects and municipal administration authorized by Provincial People's Congress and Provincial Government. Its function performed is to offer the high-quality, high-efficient and public services for the society, enterprises and the public, do its utmost to help enterprises to vie for business opportunities.
Its organization and operation set up by reference to international practice makes it possible to perform self-enclosed administration, one station service system and promised service, more convenient and time-saved for investors to go through all formalities involved in investment and business operation.

The functional bureaus of the Hi-tech Zone include: Administrative Office, Investment Promotion Bureau, Financial Bureau, Economic Development Bureau, Planning and Construction Bureau, Land and Natural Resource Bureau, Policy and Law Bureau, Public Service Bureau, Labor Bureau, National Taxation Bureau, Local Taxation Bureau, Industrial and Commercial Bureau, Public Security Bureau ChaoYang Branch.

Having established Baoding Customhouse, Baoding Commodity Inspection Bureau and Bonded Warehouse in the zone, it is very convenient for investors to go through the customs clearance and commodity inspection, and many customs brokers, import and export companies and investment service companies may also provide any relevant agent services.

There are four hotels concerning foreign affairs, such as Reception Center under the Municipal Government, International Club, Starlight Guesthouse and Overseas Chinese Hotel. These are available for the accommodation, dining, amusement, exhibition, commercial affair, etc. Baoding Department Store Supermarket, Wanjiafu Supermarket, Jinghai Supermarket and other shopping centers are also established in Baoding High-tech Zone. It is very convenient to go to school and go to a doctor due to foreign language schools and general hospitals set up in the zone. Furthermore, a complete range of community services, such as facility management and household management and postal service is available within the residential district.
